Hi there i have configured my portal to the way i want it to look but cant find a blocks management for the forum section.
All i want there is the shoutbox at top with forum body beneath but cant find a blocks management for it <img>

go to acp/IM Portal/Portal Configuration/
set "Enable system-wide portal header" to "no"
this will remove the blocks from the index page. The rest of the index mods your suggesting will have to be edited in root/templates/YOUR TEMPLATE/index_body.tpl
