Hello, How do I add Cracker Tracker to the phpBB Security block.

I have messed around with this and can't seem to get anything to show up. Not even an error!!

what is cracktracker??how does it work?
I keep trying to register to a site, and everyone said it took a while to get in, but months later I still keep getting this message....

are they purposely somehow blocking me from entering? i cant see why and have tried various email addys and user names and even other computers, what is going on?
