"Text Link Ads" integration into IM?

What was done before the problem appeared?
Has anyone been able to integrate "Text Link Ads" (http://www.text-link-ads.com) into their IM site?
I would like to integrate it into the main portal.php page in Blocks Management.
What was done to try to solve the problem?
[i]I tried create a block under "Blocks Management".
However, the code they give you are php codes.
The code stars with <php>.
Is there anyway I can put this into a block with <php> code? If not, would I have to edit the template file instead? If so, which file should I look at editing to edit the main portal.php page. I just don't want to stuff it up
