Googling upload_tmp_dir .htaccess gave me lines of code to add but some said it didn't work and they had to contact their host to change the value via php.ini.

I tried several things but nothing has worked.

I had the same trouble and the .htaccess fix worked for me.

Anything you can do in a .htaccess file with PHP must be set in the apache allowoverride directive by your host.

also check the php over ride to your version of apache, there are small differences in syntax between the versions this applies to both php and apache.
If your sure you have it right and it still go contact your host and ask.
