New Layout TPL

This is a Right side Nav Bar and left side portal only bar.

It is made exactly like the Portal_body.tpl except that the right row is now a left row.

Nice job Eon. I added it to the dl section. Im a creature of habit so it feels odd to me, but ive seen some very nice non-IM sites with the blocks on the right and if your not dead set on left blocks it will be nice to have the option.

Yeah it is a change for sure. I can even add another blcok in there for right side if you wish to have 4 blocks and a center block. Talking about block madness. LOL

That would be in sort a 3 block ayout, but once you add the footer and header it makes a 5 block.
