Have you tried this? :

ACP --> PCP--> PCP wizard-->Alter Page Display and select from dropdown menu: phpbb-->viewtopic-->left

And there you should see this:

user_avatar -> Dsplay when: turn it to "Display always"

Sounds like something to do with the ACP and the settings...

i can see my avator.. even users can see their own avator.. but they cant see other's avator.. any idea why?
