Error: The Field "Rules" is required

One member on my board gets this error:

Sorry, it appears this is your first visit since we added some required fields to the system.
Once you update the fields marked with *, you will be able to enjoy the whole site.

How can this be fixed?
Both he or me can find anything wrong with his profile.

by default all members are required to check the box next to the rules field in thier profile saying they have read and agree to the rules. The message is also a hyperlink to the required fields in his profile. He should be able to click it and be taken to the rules. If he checks the box, he should never see that message again

In some way this box isn't showing.

how can i get this box back?

I solved it.. The was a missing line in the board_config_body.tpl file.

The rules section was not loaded.
