The original intent was:
Header Blocks (left site of page)
Footer Blocks (right side of page)
Centre Blocks (centre of page)
Over time several people used:
Header Blocks (left site of page)
Right Blocks (right side of page)
Centre Blocks (centre of page)
If you turn off system wide footer in ACP à¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒ ¢Ã¢â€š ¬Ã…“> IM Portal you can use right blocks as right side of page but you need to add {block_width} and basically forget about footer blocks. In fact quite a few people did this including myself.
Will add the theme to my test site and check it out.

Sorry for the confusion, you have everything correct dont change anything. I will find the error and post a solution.
To recap:
You have enabled system wide portal in ACP->IM Portal->Enable system-wide portal footer.
You have set-up all your footer blocks (the blocks that appear on the right site of the page).
The only thing you change was the name of the block to Welcome? You did this in the ACP->IM Portal->Blocks Management->IntegraMOD Default->
Here you just change the name of the block?
I have done exactly the same but I can see the data without a hitch. Checking some moreà¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒâ€šÃ‚ ¦
Update... No data is passed for this block in viewtopics...

Anyway you will have to remove <!-- BEGIN switch_user_logged_in --> and <!-- END switch_user_logged_in --> from user_block_block.tpl for now.
