Slow site

I have a board in development and still not for public viewing, and the load times are very slow. I've tried all the obvious things (and which I can do at my poor level of knowledge).

I've noticed that load times can vary wildly though, and logged times from 3 seconds to 10 seconds for an individual forum page, and up to 19 seconds for the full list of categories and forums.

Is this because of internet traffic or possibly my server/host, and how can I find out?

Someone suggested trying a slow query log, but I can't understand what he says when trying to tell me how to get it to load with this in the ini file.

Any help or suggestions would be greatly appreciated.

What sort of server of virtual server are you running on - memory / CPU, etc?

I'm going to sound really noob saying this, I'm sure, but as far as I know it's a conventional server, not virtual. In cpanel it says:

General server information

Operating system Linux
Kernel version 2.6.9-023stab033.9-enterprise
Machine Type i686
Apache version 1.3.34 (Unix)

Is this any use?

virtual server means there is more than one user account sharing harware resources. They generally cost $30 to $70 per month plus any memory, ip upgrades...etc
A dedicated server is completely yours, from software to hardware and you dont share any of it. The cheapest ive seen a true dedicated server rent for is $100 a month.

Spry is advertised here on integrmod as selling a 'virtual private server' for $19.99/m. What would that be?
