I cannot seem to find the place to edit forum categories in the admin panel?

Please give me some advice

In ACP, Forum menu, check the second entry ("Management +"

Sorry, I use a French version)

There you can edit categories and add sub-forums...

Admin > Forum admin > Management +
That will leave you in the Forum Administration page.
