I wonder if there is any "MOD" to determine which part to the news should show the portal?

Example:

[Portal] News displayed on the portal
News displayed on the portal
News displayed on the portal
News displayed on the portal
News displayed on the portal [/ portal]
News not appear on the portal
News not appear on the portal
News not appear on the portal

You want only part of the posting to appear on the portal? I don't know of anything specific to the news mod to do that but...

Sets the max length for news posts before they are trimmed. (0 = no trim).
News Trim Topic Length
Sets the max length for news topics before they are trimmed. (0 = no trim).

That can limit how many characters appear on the portal before putting a 'read more' link on the portal page. Perhaps that will suffice?
